دور الأمم المتحدة في مكافحة جرائم التهريب

لا يمكن لأي دولة من دول العالم – مهما بلغت قوتها أو درجة تقدمها – أن تواجه ظاهرة الإجرام بمفردها وذلك لإتساع مسرح العديد من الجرائم و إمتداده فيها بين قارات و دول متعددة خاصة جرائم التهريب و ذلك لسهولة تحرك العناصر الإجرامية و تنقلها و هروبها و إختفائها، يضاف إلى ذلك أن جهود الدول التي تسعى إلى تتبع الأنشطة الإجرامية، وتحقيق العدالة الجنائية غالبا ما تصطدم بعوائق الحدود الوطنية للدول الأخرى، و سيادتها القومية و نطاق إختصاص سلطاتها ونظرا لتطور ظاهرة التهريب و توسعها أصبح لها بعد عالمي، بحيث أصبحت تأخذ شكلا منظما في إطار شبكات دولية مما يستدعي تعاونا دوليا لمحاربتها، وقد كان للمنظمات العالمية الدور الفعال في دعم التعاون الدولي لمكافحة هذه الجرائم، و إهتمت منظمة الأمم المتحدة بالإجرام المنظم ووضعته ضمن أولوياتها لغرض مكافحة جرائم التهريب بمزيد من الفعالية، حيث أكدت على ضرورة تحقيق التعاون بين الدول في مكافحة هذه الظاهرة الإجرامية سواء من خلال أجهزتها المتخصصة أو المنظمات الدولية التي تعمل في إطارها، كما عقدت العديد من المؤتمرات الدولية بهدف التوصل إلى وضع إتفاقيات دولية في مجال الإجرام الدولي العابر للحدود، بمختلف أنماطه.
Abstract:
It can not be possible to any country in the world - whatever its strength or progress degree - to face and combat the crime phenomenon alone, because of the vast scene of many crimes and their extension among multiple continents and countries especially smuggling offenses for the easy movement of criminal elements as well as their mobility , escape and disappearance, in addition, the efforts of countries that seek to track criminal activity, and to achieve criminal justice often crash into the national obstacles of other countries' borders as well as their national sovereignty and jurisdiction of powers ; due to the development of the phenomenon of smuggling and its expansion , it became universal with global dimension, so that it took an organized form within the framework of international networks, which calls for international cooperation to fight it, thus, there is an active role of international organizations in supporting international cooperation to combat these crimes; the United Nations also focused on organized crime and placed it within its priorities for the purpose of combating smuggling crimes more effectively, which confirmed the need for cooperation among States in the fight against this criminal phenomenon, whether through its specialized agencies or international organizations that operate within its framework, also held several international conferences with a view to reaching the development of international conventions in the field of International Crime transboundary, with all its various patterns.
